Fairfax County Government is one the
nation's largest and most comprehensive local governments in the
Northern Virginia Area. Operating under a County Executive form of
government, and the Urban County Board of Supervisors, the county

service and technological sophistication. It is largely urban and
suburban with a very diverse population of residents and businesses
are afforded exceptional services and amenities.
The county seeks an accomplished
expert to lead and direct its Office of Human Rights and Equity
Programs. The Director is responsible for the administration and
implementation of anti-discrimination laws, policies and
regulations; managing the county's multi-faceted Affirmative Action
and Equal Employment Opportunity, ADA programs, and other related
AA/EO training programs including the Citizen Complaint and
Resolution Process.
The Director administers, coordinates
and implements programs, policies and procedures to prevent
discrimination in credit facilities, education, employment, public
accommodations, housing accommodations, commercial space and land
transactions, and to foster tolerance among the residents of Fairfax
County; develops standards and procedures to conduct investigations
of discrimination complaints based on race, color, ethnicity,
religion, national origin, alien status or citizenship, gender, age,
marital status or disability, to ascertain if the jurisdiction and
merit of the complaint. Serves as an advisor and provides oversight
and coordination in gaining compliance with human/civil rights
provisions. Monitors progress of investigations; makes
recommendations to resolve discrimination or harassment complaints.
Minimum Qualifications: Any
combination of education, experience and training equivalent to
graduation from an accredited law school; plus five years of
progressively responsible experience in management and
implementation of human rights programs, and/or in the development
and/or implementation of equal employment opportunity/affirmative
action programs for a large organization; OR--Graduation from an
accredited four-year university with a degree in human resources
management, sociology or public administration; plus eight years of
progressively responsible experience in management and
implementation of human rights programs, and/or in the development
and/or implementation of equal employment opportunity/affirmative
action programs for a large organization.
Preferred Qualifications: Comprehensive
knowledge of the legal and administrative requirements for
investigating, preparing and processing cases of alleged
discrimination; comprehensive knowledge of local, state and federal
laws, regulations and court rulings related to human or civil
rights; supervision of equal employment opportunity/affirmative
action programs; good knowledge of discrimination issues; ability to
comprehend, analyze and interpret laws and regulations as well as
their application to specific situations; ability exercise sound
professional judgment; ability to establish and maintain effective
working relationships.

The
Housing Director supervises a staff of six (6) Housing Investigators
and one (1) Secretary in our Knoxville office. This direction
includes the planning and program development of the housing
investigations throughout the State of Tennessee. These
investigations are extremely detailed and complex and have the
potential to go to Administrative Hearing or Federal Court. They are
monitored for compliance with both federal and state law.
The
person in this position participates in conducting housing
investigations and supervises the preparation of records and reports
of investigative findings. Also prepares the financial reports for
the Executive Director and the Department of Housing and Urban
Development tracking revenue received from the Housing Program
Division of the Tennessee Human Rights Commission.
The
Housing Director develops policies and procedures within the scope
of authority of the Housing Program and works in conjunction with
the Executive Director in implementing and enforcing policies and
procedures. The employee in this position serves as a liaison and
often represents the agency at community forums. It is expected that
the employee makes presentations at the Tennessee Human Rights
Commission Board Meetings as well as have contact with high ranking
persons in the General
Assembly,
community partners, and media. This employee also participates in
conducting Outreach and Educational sessions throughout the State of
Tennessee.
In
supervising the staff, employee is responsible for assigning,
training, and evaluating the staff and their work. This includes
performing job plan discussions and completing interim and annual
evaluations. This person would also make recommendations on
personnel actions such as corrective action, promotion, demotion,
etc.
Other
general administrative duties include records management,
procurement of supplies, and inventory.

The Regional Director reports to and is directly supervised by Bob
Wolfson, Associate National Director of Regional Operations who is
located in the National Office in New York City. The Regional
Director also works in tandem with the New England Regional Board,
whose current Chair is Jim Rudolph, Esq.
Esta Epstein is the Chair-elect. Reporting to the Regional
Director are the Senior Associate Director and Directors of
Development, Marketing and Communications, Community Outreach, and
Education. Working closely with the Regional Director, but reporting
to the National Office, is the Civil Rights Director, who oversees
civil rights activities in New England, as well as in Connecticut,
Philadelphia, New Jersey and Washington, DC. In the New England
Region Office there is a total of 21 staff of which 17 are
professional staff.
